<p>&ldquo;For the last 16<sup>&nbsp;</sup>months, Bank of Canada has maintained it&rsquo;s key interest rate.&nbsp; This means that bank prime should maintain at 3%.&nbsp; This is the longest stretch on record that the Bank of Canada rates have not changed.&nbsp; The ratio of the household debt to income is projected to continue to rise and the outlook on the global economy has deteriorated even further since October.&nbsp; The economy is only anticipated to return to full capacity by the third quarter of 2013, which is a little earlier than anticipated.&nbsp; In the meantime, it doesn&rsquo;t look like the Bank of Canada intends to increase they key interest rate until 2013, however, reading between the lines, it doesn&rsquo;t look like the rate will be dropped either.</p>
<p>The next Bank of Canada rate meeting is <st1:date month="3" day="8" year="2012" ls="trans" w:st="on">March 8, 2012</st1:date>.&nbsp; There is very little chance that the rate will go up at this meeting and only a 12% chance that the rate will be dropped.&nbsp;</p>
<p>From a mortgage standpoint, the immediate result of all this is that&nbsp;<a target="_blank" href="http://www.canadianmortgagetrends.com/canadian_mortgage_trends/prime-rate.html">prime rate</a>&nbsp;should remain at 3.00%. That means payments stay the same for existing variable-rate mortgage holders.&rdquo;</p>

      <title>B.C. raises threshold of homeowner grant</title>

      <description><![CDATA[<p>The BC government announced yesterday that they will be increasing the threshold of homeowners grant from $1.15 million to $1.285 million. This will be the third consecutive year the threshold has been increased because of raising home values in Greater Vancouver.</p>

<p style="text-align: left;">VICTORIA &ndash; British Columbians who own homes worth up to $1.285 million may be eligible to receive the entire homeowners&rsquo; grant this year, after the Province raised the threshold to accommodate rising property values.</p>
<p>BC Assessment estimates the value of all homes based on their market value on July 1 each year. The Province then reviews the information and adjusts the threshold of the homeowner grant to make sure at least 95.5 per cent of eligible homeowners receive the full amount. Those with homes valued above the threshold may still be eligible for a partial grant.</p>
<p>The homeowner grant provides a maximum reduction in residential property taxes on principal residences of $570 in the Capital, Greater Vancouver and Fraser Valley regional districts and $770 elsewhere in the province. An additional grant of $275 is available to those who are age 65 or over, permanently disabled or a veteran of certain wars.</p>
<p>The government also announced in November 2011 plans to create a further grant of up to $275 for low-income Canadian Forces veterans with more recent service in the event they do not already qualify as seniors or persons with disabilities. These details will be announced shortly.</p>
<p>In Budget 2007, the homeowner grant program was also expanded to include eligible low-income homeowners who, but for the high assessed value of their homes, would have been eligible for the full grant.</p>
<p>The homeowner grant is one of the ways the Province helps B.C. residents with property taxes. The Province also provides property tax deferral options for qualified individuals, including homeowners over 55, persons with disabilities, and families with children.</p>
<p>The deferment programs are low-interest loan programs that allow qualifying residents to defer all or part of their property taxes until they sell or transfer ownership of their home, or it becomes part of an estate. <p><br><br>METRO <st2:sn w:st="on"><st1:city w:st="on">VANCOUVER</st1:city></st2:sn> - <st1:place w:st="on"><st1:city w:st="on">North Vancouver</st1:city></st1:place> home prices up. <st1:place w:st="on"><st1:placename w:st="on">Lions</st1:placename> <st1:placetype w:st="on">Bay</st1:placetype></st1:place> and Squamish prices down.</p>
<p><st2:sn w:st="on"><st1:city w:st="on">Vancouver</st1:city></st2:sn>, <st1:city w:st="on"><st1:place w:st="on">West Vancouver</st1:place></st1:city> way up. Whistler way down.</p>
<p>When Metro Vancouver and regional property owners receive their 2012 assessment notices in the mail over the next few days, they'll see a wide variation in values by region, city and neighbourhood.</p>
<p>The Sea to Sky region, for example, will see assessments generally down, with Squamish homeowners' property values dropping up to 10 per cent in some areas and rising five per cent in others, according to BC Assessment. The valuation date was <st1:date month="7" day="1" year="2011" ls="trans" w:st="on">July 1, 2011</st1:date>.</p>
<p>In Whistler and Pemberton, some property owners will see decreases in values up to 15 per cent.</p>
<p>In comparison, <st1:city w:st="on">North Vancouver</st1:city> home assessments have risen five to 15 per cent, while <st1:city w:st="on"><st1:place w:st="on">West Vancouver</st1:place></st1:city> property owners will see significant increases in the 15-to-30-per-cent range.</p>
<p><st1:city w:st="on"><st1:place w:st="on"><st2:sn w:st="on">Vancouver</st2:sn></st1:place></st1:city>'s 192,000 property owners can also expect big hikes.</p>
<p>"Almost all homes in [the city of <st1:city w:st="on"><st1:place w:st="on">Vancouver</st1:place></st1:city>] are increasing in value compared to last year's assessment roll," said area assessor <st1:personname w:st="on"><st2:givenname w:st="on">Jason</st2:givenname> <st2:sn w:st="on">Grant</st2:sn></st1:personname> in a statement. "Most single family homeowners in <st2:sn w:st="on"><st1:city w:st="on"><st1:place w:st="on">Vancouver</st1:place></st1:city></st2:sn> will see significant increases, in the 10 per cent to 25 per cent range. Strata condominium owners will also see increases, but typically less than 10 per cent."</p>
<p>Property owners in <st1:city w:st="on">Richmond</st1:city> and <st1:city w:st="on"><st1:place w:st="on">Burnaby</st1:place></st1:city> will also see sharp increases in assessments.</p>
<p><st1:personname w:st="on"><st2:givenname w:st="on">Paul</st2:givenname> <st2:sn w:st="on">Borgo</st2:sn></st1:personname>, deputy assessor with the <st1:placename w:st="on">Vancouver</st1:placename> <st1:placetype w:st="on">Sea</st1:placetype> to Sky region, said in an interview that while it's not unusual to see wide variations in value by region, city or even neighbourhood, "the city of <st1:city w:st="on"><st1:place w:st="on">Vancouver</st1:place></st1:city> has been quite robust in 2011. However, the west side outperformed the east side in single family terms. And <st1:city w:st="on"><st1:place w:st="on">West Vancouver</st1:place></st1:city> also has a very strong market."</p>
<p><st1:personname w:st="on"><st2:givenname w:st="on">Rosario</st2:givenname> <st2:sn w:st="on">Setticasi</st2:sn></st1:personname>, president of the Real Estate Board of Greater Vancouver, agreed, citing <st1:city w:st="on"><st2:sn w:st="on">Vancouver</st2:sn></st1:city>'s west side, <st1:city w:st="on">West Vancouver</st1:city> and <st1:city w:st="on"><st1:place w:st="on">Richmond</st1:place></st1:city> as markets that performed better than others. "They're favoured areas for people to live in [and] there was some influence from foreign investment."</p>
<p>Setticasi also noted the assessments reflect values on July 1. "We had a surge in the beginning of [2011], it peaked in the summer, and came down a bit in the second half of the year, which won't be reflected in the assessment."</p>
<p><st1:personname w:st="on"><st2:givenname w:st="on">Robyn</st2:givenname> <st2:sn w:st="on">Adamache</st2:sn></st1:personname>, senior market analyst for Metro Vancouver, Canada Mortgage and Housing Corp., said she is not surprised at the variation in assessment values given the fundamentals of the region's real estate market in 2011. "There were wide variations in growth in home prices in different municipalities, so I would expect more variation than usual."</p>
<p>Overall, <st1:city w:st="on"><st2:sn w:st="on">Vancouver</st2:sn></st1:city>'s assessment roll increased from $222 billion last year to $254 billion this year, while <st1:city w:st="on"><st1:place w:st="on">West Vancouver</st1:place></st1:city>'s assessment roll increased from $26.4 billion last year to more than $30.2 billion this year.</p>
<p>But Squamish's assessment roll declined from $3.92 billion last year to $3.81 billion.</p>
<p>An example of local market trends, according to BC Assessment, is a single family home in Squamish's Garibaldi Highlands neighbourhood which will see its assessment drop from $531,000 to $497,000, while another home in Whistler's Alpine Meadows neighbourhood will see its assessed value drop from $964,000 to $918,000.</p>
<p>However, a home on a 50-foot lot on Vancouver's west side will see its value rise from $1.19 million to $1.645 million, while another east Vancouver detached home on a 33-foot lot will rise from $816,000 to $1.03 million.</p>
<p>In <st1:city w:st="on"><st1:place w:st="on">West Vancouver</st1:place></st1:city>'s tony British Properties, an example of the trend to higher prices is a home that will rise from $1.53 million to $2.2 million.</p>
<p>In the <st1:place w:st="on"><st1:placename w:st="on">Fraser</st1:placename> <st1:placename w:st="on">Valley</st1:placename></st1:place>, property owners will see little change in values this year.</p>
<p>"Most homes in the <st1:place w:st="on"><st1:placename w:st="on">Fraser</st1:placename> <st1:placename w:st="on">Valley</st1:placename></st1:place> have remained stable in value compared to last year's assessment roll," said deputy assessor <st1:personname w:st="on"><st2:givenname w:st="on">John</st2:givenname> <st2:sn w:st="on">Green</st2:sn></st1:personname>.</p>
<p>On a percentage basis, the total change for all residential property types was up 7.9 per cent in Surrey, 16.4 per cent in Vancouver, 16.5 per cent in Richmond, 5.2 per cent in New Westminster, 12.2 per cent in Burnaby, 6.9 per cent in Coquitlam, 5.1 per cent in North Vancouver city, 7.6 per cent in North Vancouver district, 15.9 per cent in West Vancouver, but down 1.9 per cent in Squamish, five per cent in Lions Bay, 6.2 per cent in Whistler and 3.2 per cent in Sechelt.</p>
<p><st1:personname w:st="on"><st2:givenname w:st="on">Pat</st2:givenname> <st2:sn w:st="on">Kelly</st2:sn></st1:personname>, owner of Whistler Real Estate Company, said the resort municipality saw a drop in sales both before and after the 2010 Olympics, although the market has picked up since summer.</p>
<p>"There was a volatile world economic situation [and] people were looking for value for their money, things they need as against things they want."</p>
<p>He said that while activity picked up in late 2011, prices haven't reflected that because most activity is in the under-$1 million market.</p>
<p>He also noted that there has been a "noticeable" drop in buyers from the <st1:country-region w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region></p>
<p><st2:givenname w:st="on">Kelly</st2:givenname>, whose company is also involved in the Squamish market, said Squamish prices have flatlined, partly because there's no major employer in the town.</p>
<p>"Squamish hasn't had the same appeal as other suburban markets, and I don't know why. It's very good value for an area within 40 minutes of downtown <st2:sn w:st="on"><st1:city w:st="on"><st1:place w:st="on">Vancouver</st1:place></st1:city></st2:sn>."</p>
<p>Assessments were generally stable or down in other parts of the province, including <st1:city w:st="on">Penticton</st1:city> and <st1:city w:st="on"><st1:place w:st="on">Kelowna</st1:place></st1:city>, which saw a drop of 2.7 per cent in the total value of all residential properties.</p>
<p>The total number of B.C. properties on the 2012 roll is 1,917,394, a 0.75-per-cent increase from 2011.</p>
<p>The total value of real estate on the 2012 roll is $1.1 trillion, a 6.42-per-cent increase from 2011.</p>

      <title>Balanced Real Estate market through 2011</title>

      <description><![CDATA[<p>The 2011 Greater Vancouver housing market began with heightened demand in regional hot spots and concluded with greater balance between seller supply and buyer demand.</p>
<p>The Real Estate Board of Greater Vancouver (REBGV) reports that total sales of detached, attached and apartment properties in 2011 reached 32,390, a 5.9 per cent increase from the 30,595 sales recorded in 2010, and a 9.2 per cent decrease from the 35,669 residential sales in 2009. Last year&rsquo;s home sale total was 6.3 per cent below the ten-year average for annual Multiple Listing Service&reg; (<st1:stockticker w:st="on">MLS</st1:stockticker>&reg;) sales in the region.</p>
<p>The number of residential properties listed for sale on the <st1:stockticker w:st="on">MLS</st1:stockticker>&reg; in Greater Vancouver increased 2.7 per cent in 2011 to 59,549 compared to the 58,009 properties listed in 2010. Looking back further, last year&rsquo;s total represents a 12.8 per cent increase compared to the 52,869 residential properties listed in 2009. Last year&rsquo;s listing total was 11.1 per cent above the ten-year average for annual Multiple Listing Service&reg; (<st1:stockticker w:st="on">MLS</st1:stockticker>&reg;) property listings in the region.</p>
<p>&ldquo;It was a relatively balanced year for the real estate market in Greater Vancouver with listing totals slightly above historical norms and sale numbers slightly below,&rdquo; Rosario Setticasi, REBGV president said.</p>
<p>Residential property sales in Greater Vancouver totalled <st1:metricconverter productid="1,658 in" w:st="on">1,658 in</st1:metricconverter> December <st1:metricconverter productid="2011, a" w:st="on">2011, a</st1:metricconverter> decrease of 12.7 per cent from the 1,899 sales recorded in December 2010 and a 29.7 per cent decline compared to November 2011 when 2,360 home sales occurred.</p>
<p>More broadly, last month&rsquo;s residential sales represent a 34.1 per cent decrease over the 2,515 residential sales in December <st1:metricconverter productid="2009, a" w:st="on">2009, a</st1:metricconverter> 79.4 per cent increase compared to December 2008&rsquo;s 924 sales, and a 12.6 per cent decrease compared to the 1,897 sales in December 2007.</p>
<p>The overall residential benchmark price, as calculated by the MLSLink Housing Price Index&reg;, for Greater Vancouver increased 7.6 per cent to $621,674 between Decembers 2010 and 2011. However, prices have decreased 1.5 per cent since hitting a peak of $630,921 in June 2011.</p>
<p>&ldquo;Our market remained in a balanced state for most of the year, although higher levels of demand for detached properties in the region&rsquo;s largest communities caused prices in certain areas to rise higher than others,&rdquo; Setticasi said. &ldquo;For example, the benchmark price of a single-family detached home experienced double-digit increases in nine areas within the region over the last 12 months.&rdquo;</p>
<p>New listings for detached, attached and apartment properties in Greater Vancouver totalled <st1:metricconverter productid="1,629 in" w:st="on">1,629 in</st1:metricconverter> December 2011. This represents a 4.1 per cent decline compared to the 1,699 units listed in December 2010 and a 49.4 per cent decline compared to November 2011 when 3,222 properties were listed.</p>
<p>Sales of detached properties in December 2011 reached <st1:metricconverter productid="630, a" w:st="on">630, a</st1:metricconverter> decrease of 18.1 per cent from the 769 detached sales recorded in December 2010, and a 30.2 per cent decrease from the 902 units sold in December 2009. The benchmark price for detached properties increased 11.2 per cent from December 2010 to $887,471.</p>
<p>Sales of apartment properties reached <st1:metricconverter productid="774 in" w:st="on">774 in</st1:metricconverter> December <st1:metricconverter productid="2011, a" w:st="on">2011, a</st1:metricconverter> decline of 4.6 per cent compared to the 811 sales in December 2010, and a decrease of 32.9 per cent compared to the 1,154 sales in December 2009.The benchmark price of an apartment property increased 3.7 per cent from December 2010 to $401,396.</p>
<p>Attached property sales in December 2011 totalled <st1:metricconverter productid="254, a" w:st="on">254, a</st1:metricconverter> decline of 20.4 per cent compared to the 319 sales in December 2010, and a 44.7 per cent decrease from the 459 attached properties sold in December 2009. The benchmark price of an attached unit increased 4.2 per cent between December 2010 and 2011 to $511,499.</p>
